The launching ceremony was presided over by Wan Dan, Deputy County Mayor of Zigui County People's Government. Lu Hui, Secretary of Zigui County Committee, delivered a welcome speech. Liu Weiling, member of the Standing Committee of Yichang Municipal Party Committee and Deputy Mayor of the Municipal Government, and guests jointly opened the curtain.

The theme of this cultural tourism festival is "People and Cars Travel Together in Xingao Lake, Free Self Driving in the Great Three Gorges". It integrates the popular tourism resources in the Three Gorges region, collaborates with self driving clubs across the country and the only large-scale cruise ship on the Yangtze River, the "Xingao Lake", to launch China's first water self driving tourism product for people and cars, creating a self driving tourism route around the Yangtze River Basin and Qingjiang River Basin, crossing the Three Gorges Reservoir Area and Wuling Mountain Area. Aiming to achieve comprehensive benefits of expanding the brand influence of tourist destinations, increasing the number of scenic spots, and poverty alleviation through tourism, while providing tourists with high-quality tourism products with high cost-effectiveness and high experience.
